High fuel consumption & low power2002 Honda AccordNkala

The problem with my car is that its fuel consumption is too high, rated at 7km/litre & the engine power is very low. Acceleration does'nt excede 3000rpm & it loses power spark & plugs have accumulated soot heavily which is a clear sign that there is incomplete combustion but the funny thing is that the car is not smoking. We once diagnosed it & a lambda sensor was faulty. Normally consumption is 14km/litre. All Honda service centres in town have failed to solve my problem
