Are the 2000 / 2001 toyota prius OBD II compliant?

Toyota Prius Problems

Engine is normal and starting good but during running few hundred meters suddently slowing down spead and showing worning sign with Turtle symbo on the dash board panel, if we shut down and restart the engine it is going good and then again same thing happend. What could be the fault and remedy
